چکیده
جهان آینده مبهم و آکنده از عدم قطعیت‌هاست. در جامعه روستایی آینده، شالوده توسعه در مسائلی همچون رقابت‌های فضایی و سایر مسائل مشابه نهفته است و اغلب آن‌ها دقیقاً منطبق با پیش‌بینی‌ها از راه خواهند رسید و روش کار انسان را تغییر خواهند داد. برنامه‌ریزی برای آینده چارچوب توسعه مناسبی برای روستاها جهت حضور موفق در جهان آینده نیست و امروزه مؤلفه‌های فناوری ارتباطات و اطلاعات به‌طور مستقیم زندگی ساکنان روستایی را تحت تأثیر قرار داده است. در این راستا در مطالعه حاضر سعی گردیده در استان آذربایجان شرقی به‌عنوان منطقه موردمطالعه فرایند تحلیل اثرات ساختاری مورد تحلیل و ارزیابی قرار گیرد. تحقیق حاضر بر اساس هدف از نوع کاربردی بوده و از لحاظ ماهیت و روش از نوع توصیفی- تحلیلی، از بعد زمان مبتنی بر رویکرد آینده‌نگاری است. نتایج حاصل از بررسی استنادی به‌صورت پرسشنامه محقق‌ساخته، در اختیار پاسخگویان متشکل از 31 نفر کارشناس و خبره قرار داده شد. روند تحلیل ساختاری تأثیرات متقابل عوامل بر یکدیگر با ماتریسی که ابعاد آن (23×23) از طریق مصاحبه با پانل به دست آمده بود، تشکیل شد. آنچه از بررسی وضعیت صفحه پراکندگی متغیرهای مؤثر حاصل شد، وضعیت ناپایداری سیستم است. درمجموع تعداد 7 پیشران کلیدی شناسایی شد که برحسب ماتریس تأثیرگذاری و وابستگی بالقوه مستقیم و غیرمستقیم متغیر « اجرای تحقیقات درون روستایی با همکاری روستاییان جهت سازگاری اصول توسعه مبتنی بر ICT با شرایط منطقه» در رتبه اول تأثیرگذاری مستقیم و غیرمستقیم قرار گرفت.

چکیده English

The future world is ambiguous and full of uncertainties. In the future rural society, the foundation of development lies in issues such as space competition and other similar issues, and most of them will arrive exactly as predicted and will change the way people work. Planning for the future is not a suitable development framework for villages to successfully participate in the future world, and today, the components of information and communication technology have directly affected the lives of rural residents. Despite the arrival of information and communication technology in many villages in Iran, many of the capabilities of this technology in the rural sector have not received much attention due to the lack of sufficient knowledge about the driving and inhibiting factors, and they have not been properly exploited. It must be said that access to information and communication technology will lead to the economic, social and cultural development of rural areas. Information and communication technology provides people with access to the benefits and infrastructure of development, and the lack of access to information and communication technology poses challenges to rural society in achieving sustainable development goals. On the other hand, it should be said that it is unthinkable to examine many of the developments in today's villages and plan for their future without paying attention to the role and importance of information and communication technology development. For this reason, today, the formulation and regulation of policies and strategies for the development of information and communication technology has become an important issue for many countries, especially third world countries. In this regard, the present study has attempted to analyze and evaluate the process of structural effects analysis in East Azerbaijan province as the study area. The present study is of an applied type in terms of purpose and is of a descriptive-analytical type in terms of nature and method, and is based on a futures approach in terms of time. The results of the citation study were provided to the respondents consisting of 31 experts and experts in the form of a researcher-made questionnaire. The process of structural analysis of the mutual effects of factors on each other was formed with a matrix whose dimensions (23×23) were obtained through panel interviews. A total of 23 factors were extracted in two hardware and software dimensions. In the second stage, the factors are entered into a matrix to determine the level and amount of their influence on each other and on the future process of sustainable rural development planning based on information and communication technology. The number of identified variables N should form an N×N matrix. The degree of this influence ranges from zero to three. Zero indicates no influence, one indicates weak influence, two indicates medium influence, and three indicates high influence. After determining the degree of influence of the factors, the matrix was entered into the Mikmak software to extract key factors. The dimensions of the matrix were 23×23 and the degree of matrix filling was 194.93, which indicates that the factors influenced each other by more than 93%. Of the total 493 possible relationships in this matrix, 36 were zero relationships, 86 were one relationships, 230 were two relationships, and 177 were three relationships. The general characteristics of the output matrix from Mikmak are as shown in Table 2. What was obtained from examining the state of the scatter plot of the effective variables is the state of system instability. The results showed that the matrix has a 99% utility based on statistical indicators with two data rotations, which indicates high validity of the responses. Apart from a few limited factors that show that they have a high impact on the system, the rest of the variables had an almost similar status to each other. A total of 7 key drivers were identified, and in terms of the direct and indirect potential impact and dependency matrix, the variable “Implementing intra-rural research with the cooperation of villagers to adapt the principles of ICT-based development to regional conditions” ranked first in direct and indirect impact.
