طراحی الگوی مدیریت نوین روستایی در سازمان دهیاری ها با رویکرد هولوگرافیک درحوزه دهیاری‌های بخش مرکزی شهرستان سراب

چکیده

سازمانهای برای پرهیز از مسائل و مشکلات تمرکز زدائی به ویژه در زمانی که پراکندگی این واحدها زیاد باشد مجبورند به دنبال روش هایی باشند که به مدد آنها یادگیری و، همچنین، ویژگی های کل را در یکایک اجزاء متبلور سازند تا هر جزء آینه تمام نمای کل باشد. روش طراحی سازمان های هولوگراف روشی است که برای سازمان ها امکان رسیدن به هدف مذکور را فراهم می آورد. هدف اصلی این پژوهش طراحی مدلی از سازمان هولوگراف در مجموعه دهیاریها بود به گونه ای که هر یک از دهیاریها در صورت قطع ارتباط با سازمان مرکزی(وزارت کشور) به حیات خود ادامه دهند. پژوهش حاضر از نظر ماهیت، بنیادی و روش‌شناسی آن از نوع کیفی با رویکرد متوالی - اکتشافی بود. داده‌های کیفی با استفاده از مصاحبه با 20 نفر از صاحب‌نظران علمی و کارشناسان بخشداری بخش مرکزی شهرستان سراب که به شیوه نمونه گیری هدف‌مند و گلوله برفی انتخاب شده بودند، جمع‌آوری گردید. تحلیل داده ها در این تحقیق به روش داده‌بنیاد با استفاده از رویکرد کدگذاری سه مرحله ای استراوس و کوربین انجام شد. یافته های پژوهش شامل مدل شش بعدی(مقوله اصلی و کدگذاری انتخابی) توسعه اقتصادی، توسعه صنعتی، توسعه سیاسی، توسعه دانشی، توسعه اجتماعی و توسعه فرهنگی با 73 مقوله‌ فرعی(کدگذاری محوری)و 113 زیر مقوله‌(کدگذاری باز) در راستای تقویت خاصیت خودمانایی(تبلور ویژگی های کل در اجزاء) برای سازمان دهیاریها بود. ارائه مدل بهینه مدیریت روستائی با رویکرد هولوگرافیک می تواند دستاوردی نوین باشد که با وجود تمام محدودبتهای فرایندی، امکان توسعه و بررسی در ابعاد و شیوه های دیگر پژوهشی خواهد داشت.

To avoid the problems and problems of decentralization, especially when the dispersion of these units is high, organizations are forced to look for methods that help them learn and crystallize the characteristics of the whole in individual parts so that each part is a complete mirror of the whole. The method of designing holographic organizations is a method that allows organizations to achieve the aforementioned goal. The main goal of this research was to design a model of a holographic organization in a set of villages in such a way that each village continues to exist in the event of disconnection from the central organization (Ministry of the Interior). Improving the livelihoods of productive and effective villagers in the country's production cycle should be a desirable concern and a lofty goal for researchers and government officials. Both technically, this leads to strengthening development infrastructure and consequently improving national welfare, and it also increases the satisfaction of this important segment of citizens. Considering the role and position of the village in achieving national development and also the fundamental role of modern and efficient management in villages as the most important factor in coordinating rural development activities, drawing an optimal model of modern management with a holographic approach seems very important and prominent (Pour Ramezan et al., 1400). Currently, areas in the rural areas of the central part of Sarab County are facing issues and problems that, with this level of civic attention and a peripheral view approach, require more attention from the authorities and reform of the laws. Therefore, presenting an optimal model of modern rural management with a holographic approach in order to develop the villages of the central part of Sarab County will be effective in resolving the problems facing the rural areas. The results of this research can be used as an effective and efficient model in increasing the productivity and development of villages in the rural areas of the central part of Sarab County and even in organizations such as the Ministry of Interior, the National Organization of Municipalities and Rural Areas, Agricultural Jihad, and ...

The present study was qualitative in nature, fundamental and methodologically, with a sequential-exploratory approach. Qualitative data were collected by interviewing 20 scientific experts and district administration experts in the central part of Sarab County, who were selected through purposive and snowball sampling. Data analysis in this study was conducted using a data-driven method using the Strauss and Corbin three-stage coding approach. The research findings included a six-dimensional model (main category and selective coding) of economic development, industrial development, political development, knowledge development, social development, and cultural development with 73 subcategories (axial coding) and 113 subcategories (open coding) in order to strengthen the self-organization (crystallization of the characteristics of the whole in the parts) for the village organization. Presenting an optimal rural management model with a holographic approach can be a new achievement that, despite all the process limitations, will have the possibility of development and examination in other dimensions and research methods.

According to the research results, networking of organizations responsible for villages, using and providing the latest agricultural and livestock equipment, providing banking facilities, cooperation and coordination of executive bodies with rural officials, and government participation in the development of rural health can optimize modern rural management and adapt it to the characteristics of holographic organizations. Optimizing modern rural management with a holographic approach is a step towards the comprehensive development of villages even in underprivileged areas. This research was formed with the aim of presenting an optimal model of modern rural management with a holographic approach. The research data was able to identify and analyze the dimensions and components affecting this behavioral pattern. The purpose of the research was to develop an optimal model of modern rural management with a holographic approach, which was carried out using the grounded theory method. The most important research data was obtained from the interview method, in which the interviewees were identified in a targeted manner. Part of the data was also obtained using written sources, the number of which was small. The results of the research, which include an optimal model of modern rural management with a holographic approach, were categorized in the form of six theoretical codes. This research has important achievements for governments in the development of villages, some of which are mentioned below in the form of practical suggestions:

1. Networking of organizations responsible for villages can have a significant impact on the optimal model of modern rural management and facilitate the problems and issues of villagers.

2. The use and granting of the latest technologies in the field of agriculture and animal husbandry in villages, considering the weather conditions and their products, by governments can pave the way for modern rural management.

3. Providing appropriate benefits and also concluding cooperation contracts between governments with banks and financial institutions for the welfare and development of villagers can be very effective in the development of villages and modern rural management.

4. Cooperation and collaboration of governments and executive bodies with village and sub-district councils in providing personal health facilities in each village can have a significant impact on the modern rural management model.

5. Participation of governments in the development of health facilities related to livestock and poultry, as well as successful agricultural health models in villages, will have a significant impact on the development of villages and the modern rural management model.

6. Investment in rural handicrafts, as well as cultural support to preserve the culture and civilization of rural life and Islamic cultural measures, can be significant in the formation of a modern rural management model.

7. Identification of local development capacities by utilizing indigenous knowledge and environmental knowledge for the development of villages, centered on rural managers, can be very effective in economic growth.
