تحلیل میزان تمایل به مشارکت مردم روستایی در مدیریت روستا (نمونه موردی: روستاهای شهرستان درگز)

چکیده

مشارکت به عنوان یکی از ارکان کلیدی توسعه پایدار روستایی می باشد. زیرا بدون همیاری و مشارکت آگاهانه و خود انگیخته مردم، توسعه روستایی امکانپذیر نمی باشد. علاوه بر این مدیریت روستایی بدون مشارکت مردمی امکان موفقیت ندارد. تمایل مردم به مشارکت در امور روستا از اهداف سیاستگذاران، مدیران و برنامه ریزان می باشد. بر این اساس هدف اصلی این مطالعه بررسی تمایل مردم روستا به مشارکت در مدیریت روستا می باشد. برای این منظور با رویکرد اثباتگرایی، از روش شناسی توصیفی – تحلیلی استفاده شده است. برای جمع آوری دادها از منابع کتابخانه ای و پژوهش میدانی (پرسشنامه محقق ساخته) استفاده شده است. جامعه آماری تحقیق شامل 11 روستا در دهستان تکاب از توابع شهرستان درگز می باشد که بین خانوارهای روستا بر اساس روش نمونه گیری کوکران با خطای 0.07 تعداد 177 نمونه انتخاب گردید. برای تحلیل داده ها از آزمون t و همبستگی اسپیرمن استفاده شده است. نتایج حاکی از آن است که تمایل به مشارکت مردم محلی در مدیریت روستایی بالا می باشد. زیرا بجز در سه شاخص، در سایر شاخص های مورد مطالعه، سطح معناداری به دست آمده زیر 0.05 می باشد. همچنین رابطه همبستگی بالایی بین شاخص های تمایل به مشارکت مردم وجود دارد. بنابراین می توان نتیجه گرفت که به دلایل متعدد مانند حس تعلق مکانی، احساس هویت جمعی و ... تمایل به مشارکت مردمی در روستاها اغلب بالا می باشد. همچنین رابطه هم افزایی بین ابعاد مختلف تمایل به مشارکت وجود دارد.

Introduction: Rural development management is a multifaceted process that includes the three pillars of people, government and public institutions. In this process, with the participation of people and through rural organizations, programs and plans for rural development are formulated and implemented and are monitored and evaluated. Participation is related both to development and to the owner of power and empowerment of the people, which in turn is related to human development, therefore, effective development must rely on the participation of all and benefit from its fruits because the scope and extent of people's participation determines the distribution of power in society. The distribution of power is also a sign of the ability to influence an individual, group or even the whole society. Therefore, and among other things, in the process of rural development and in the field of village management, together with people's participation, planners and experts have received special attention. the construction and development of new capacities and formats for the purposeful and defined cooperation of the people of rural communities in the management of villages, and based on this, councils and local institutions emerged and grew. In fact, the advancement of rural development programs and success in these programs is not possible without the presence and participation of rural people. In the form of participation of rural people, they are involved in the decision-making process and become aware of the relevant issues that this factor leads to more people's satisfaction and increases people's empowerment, reduces poverty, and delegates power and authority. In fact, achieving sustainable and integrated development requires public and broad participation of the people, and participation is considered one of the important and essential pillars of sustainable development. In this regard, due to the effective role of rural people's participation in rural management, it facilitates the achievement of development and especially sustainable rural development. In this article, while studying the performance of rural management in the studied villages, the level of interest in the participation of the people in the studied villages Analyze and investigate in rural management.
Research method: For any research, depending on the conditions and variables of the research, a specific defined method is applicable. Therefore, the present research is based on the descriptive-analytical method to achieve the goals, and since the results of this research are used, governorates, district governorates, councils and villagers. In terms of purpose, the type of research is applied and developmental. Various methods have been used to collect information, library method and field method. In the field method, first, indicators extracted from the theoretical literature were turned into scientific objects.
Discussion and findings: According to the significance level, it is clear that in the first and second indicators (the government's attitude towards the villagers and the role of the mass media in the participation of the villagers), the significance level is less than 5 percent, which is in a favorable situation and has been able to increase the participation of villagers and the interest of villagers to participate in rural management. In other indicators, the level of significance is not less than 5 percent and it indicates the weak participation of villagers in rural management. In fact, to increase the motivation of villagers to participate in rural management The subject should be examined (the role of non-governmental organizations in the participation of villagers, the motivation to preserve the environment, the participation of villagers in the implementation of rural leadership projects, the motivation for economic empowerment of villagers, the motivation for social and cultural participation of villagers, the motivation of villagers in the field of beautifying the village, and the motivation for participation with organizations and institutions. related to the village) to increase the participation of rural people in rural management and to get out of the state of non-participation of the people. The results of the correlation test between the variables of respondents' age, gender, level of education and occupation of the respondents show that There is no significant relationship between these variables and the examined indicators, so that a significance level of less than 5 percent is not seen in the examined test. In fact, it can be said that no variable such as age, sex, education level and occupation have been effective in persuading villagers to participate in rural management, and villagers have not been attracted to participate in rural management according to their age, gender, position and social status.
Conclusion: It is obvious that the more the rural people are aware of the benefits and fruitful results of cooperative works and know that the result of participation is the achievement of sustainable profit and benefit, the motivation to participate in them will increase. Achieving integrated and sustainable development in rural areas requires people's participation in village plans and planning. In this context, according to the studies conducted in the sample villages, the level of people's interest in participating in rural management was analyzed and investigated. The results indicate that the environmental protection motivation index has the highest average level of people's interest in participating in rural management. get and the indicator of the role of the mass media in the participation of the villagers got the lowest average, and this indicator should be consolidated and strengthened by the management institutions in order to increase the interest of the people to participate in the rural management. Based on this, the following suggestions can be made to strengthen the interest of villagers to participate in the rural management process: forming local planning councils, holding training classes to inform villagers of the benefits of participation, building culture and increasing villagers' self-confidence, increasing People's awareness about their rights, in order to reduce and threaten the government's power.
